Substitute Teacher Certification
NOTE: ANY certificate for substitute teaching is valid for substitute teaching only; it is NOT valid for continuous part-time employment for classroom teaching or as a permanent replacement for a teacher of record.

The Kentucky Education Professional Standards Board issues a five year Certificate for Substitute Teaching to applicants who:
- Hold a valid statement of eligibility for a Kentucky teaching certificate; or
- Have previously held a Kentucky certificate for classroom teaching for which the completion of a 4-year teacher preparation program and a B.A. degree were required
Additional Information: The Certificate for Substitute Teaching is valid for substitute teaching; it is not valid for continuous part-time employment for classroom teaching; or as a permanent replacement for a teacher of record for the remainder of the school year.
How to Apply for Substitute Teaching Certification
Individuals holding an expired Kentucky teaching certificate will need to:
- Fill out TC-2 (.pdf) application form
- A $15 money order or certified check made payable to the "Kentucky State Treasurer" or applicants may also use EPSB "E-Pay" online payment service to pay certification fees once the completed application has been mailed.

Individuals holding an out-of-state teaching certificate will need to:
- Fill out TC-2 (.pdf) application form
- Submit OFFICIAL college transcripts of undergraduate degree and graduate degree if applicable with at least a 2.45 GPA
- Submit photocopy of valid out-of-state teaching certificate
- A $15 money order or certified check made payable to the "Kentucky State Treasurer" or applicants may also use EPSB "E-Pay" online payment service to pay certification fees once the completed application has been mailed.
- Mail all of the above to:

Substitute Teacher Certification Renewal
Each five year renewal shall require:
- Completing a TC-2 (.pdf) application and

Emergency Substitute Teacher Certification
Emergency substitute teacher applications for district EMPLOYMENT ARE NOT submitted through the EPSB; however, the applicant must apply for and receive the one-year emergency certified substitute certification through the EPSB website. Each individual Kentucky school districts take applications for their district's Emergency Substitute Teachers. To be eligible to substitute teach on an emergency basis, the applicant must meet the following requirements:
- Hold a bachelor's degree from a regionally accredited institution; *
- Have at least ninety-six semester hours of college credit with at least a 2.45 GPA;
- From sixty-four to ninety-five semester hours of college credit with at least a 2.45 GPA.
* Applicants who possess a bachelor's degree in any subject area from a regionally or nationally accredited institution of post-secondary education do not need to meet the minimum grade point average requirements (KRS.161.102).
How to Apply for Emergency Substitute Teacher Certification
- Contact the local school district board of education office to make application on the district’s standard employment application form
- Submit an official college transcript to the board of education office NOT TO EPSB.
